Every economic system must answer what to produce, how to produce it and for whom. Real economies combine institutions rather than fitting pure labels.

Markets use prices, private property and exchange. Governments use laws, taxes, transfers, regulation and direct provision. Families, communities and non-profit institutions use norms, obligation and reciprocity. Australia is a mixed economy because these mechanisms operate together.
Keep the criteria separate
- Productive efficiency: output is produced at the lowest feasible cost.
- Allocative efficiency: resources go to the mix whose marginal social benefit matches marginal social cost.
- Dynamic efficiency: investment, innovation and adaptation improve outcomes through time.
- Equity: distribution is judged against an explicit fairness principle.
A policy can improve one and worsen another. A platform may cut transaction costs while entrenching a gatekeeper. A subsidy may improve access while requiring tax finance. A strong evaluation names the criterion, affected groups, counterfactual and period before reaching an overall judgement.
Positive statements are empirically testable: “measured consumption fell 6%”. Normative statements contain a value judgement: “the outcome is unfair” or “government should intervene”. Normative reasoning is not invalid, but its criterion must be visible.
Use legislation and budget papers to establish actual institutional design. Use ABS distribution data and independent evaluations for outcomes. Do not infer success from a policy's intention.

The model in full
Every economic system must decide what and how much to produce, how to combine resources, and for whom output is produced. Markets coordinate many choices through prices, profit, property rights and consumer demand; governments coordinate through laws, taxes, transfers, public provision and planning; communities and households also allocate outside formal markets. Real economies are mixed systems whose institutional combinations vary by sector and over time. Efficiency concerns how resources generate valued output—productive, allocative or dynamic—whereas equity concerns the fairness of access, ownership, opportunity or outcomes under an explicit social judgment.
Concepts your explanation must connect
- A country label such as 'market' or 'command' hides sector differences: health, housing, energy and food can combine private exchange, public finance and regulation differently.
- Efficiency and equity are not automatic opposites. Education, health or secure institutions can improve access while increasing labour capability, productivity and dynamic efficiency, although particular policies may still create trade-offs.
- Cross-country evidence must be comparable in definition, year, purchasing power, population and institutional context; one GDP figure cannot reveal distribution, freedom, service quality or sustainability.
Construct the reasoning, one link at a time
- Link 1: Define how the selected system or sector answers what, how and for whom through specific institutions and incentives.
- Link 2: Select comparable evidence on output, productivity, price, access, distribution, innovation and relevant external effects.
- Link 3: Analyse causal relationships cautiously, distinguishing system features from geography, history, resource endowment and current shocks.
- Link 4: Apply explicit efficiency and equity criteria, acknowledge trade-offs and communicate one qualified judgment supported by data and a purposeful model or graph.
After constructing the chain, inspect every arrow. An arrow should represent an incentive, accounting flow, behavioural response, curve movement or institutional constraint. If it represents only chronology, it has not yet explained the outcome. State the relevant market, decision-maker, time horizon and ceteris paribus condition where each matters.
Fully worked reasoning
Notice that the conclusion is narrower than the whole topic. It answers the supplied problem, preserves its units and assumptions, and does not convert a conditional model into a universal claim. In calculations, show the formula, substitution, working and unit. In graphs, label axes, original and new curves, equilibrium points and the direction of change.

QCAA's inquiry process moves through forming, selecting, analysing and evaluating. Use that sequence rather than collecting data first and inventing a question later.
Form. How do different housing systems allocate scarce dwellings and distribute access?
Select. Compare two jurisdictions using the same period and evidence table for price-to-income ratios, construction, vacancy, waitlists, homelessness, tenure security and policy settings.
Analyse. Trace market prices, planning rules, public housing, taxation and credit conditions to the three economic questions; identify outcomes for owners, renters, builders and taxpayers.
Evaluate. Housing quality, urban geography and household composition differ. Use several measures, document definitions and avoid attributing every difference to one institutional feature.
For every dataset, record publisher, exact series or table, units, observation period, release date, adjustment basis and revision status. Current evidence means the newest appropriate observation available—not merely a recently updated webpage. Triangulate the model with direct determinant evidence and at least one plausible competing explanation.
Misconception clinic
Repair: Systems are mixed institutional arrangements. Efficiency and equity answer different evaluative questions, so both require defined measures and neither can be inferred automatically from the other.
A useful correction names the first broken definition or causal link, rebuilds from that point, and explains why the revised conclusion follows. Adding terminology to the original claim without changing its logic is not a repair.
Unfamiliar transfer
For any unfamiliar sector, map who makes allocation decisions, which incentives and rules operate, what evidence shows outcomes and whose conception of fairness the evaluation uses.
Use this response frame:
- Define the unfamiliar context and the relevant economic variable.
- Reconstruct the model rather than copying the worked conclusion.
- Calculate or graph the change with labels and units.
- Trace the mechanism and identify a countervailing channel.
- Evaluate against a named criterion for specified stakeholders and time horizons.
- State which fresh evidence would resolve the remaining uncertainty.
Final verification: Answer all three economic questions, compare like with like, apply at least one efficiency and one equity measure and qualify any causal claim with competing influences.
