QCAA official coverage - Business 2025 v1.3
Exact syllabus points covered
- Explain the role of job design and recruitment in the strategic planning of a start-up business, e.g. emerging recruitment and selection techniques (digital platforms)
- Explain the role of induction and training processes as a strategic planning tool
- Explain the role of strategic networks for a start-up business, e.g. professional associations.
- Explain the relationship between human resources objectives and the achievement of business goals in the start-up stage
- Explain the relationship between financial objectives, e.g. profitability, efficiency, growth, liquidity and solvency and the achievement of business goals in the start-up stage.
Align workforce design, development, strategic networks and financial objectives with start-up business goals. This note develops the connected model and the evidence needed to use it, rather than reducing the syllabus to a list of terms.

Build the decision model
Start-up capability depends on the system around people, not hiring alone. Job design allocates tasks, autonomy, relationships and required competencies. Recruitment and selection attract and assess evidence of fit; induction builds safe role and culture understanding; training closes defined capability gaps. Strategic networks provide knowledge, legitimacy, referrals or resources but also create dependence and time costs. Human-resource objectives and financial objectives such as profitability, efficiency, growth, liquidity and solvency must support the same business goals.
The model becomes useful when it changes a decision. In this lesson, the central diagnosis is Poor job design and delegation are constraining start-up objectives. That diagnosis is not a slogan: it must be supported by task flow, decision rights, errors, workload, skills and objective measures. Keep the organisation's purpose and time horizon visible, because the same fact can have a different implication for a commercial firm, mission organisation or government-owned enterprise.
Connect the ideas
1. A broad job can create flexibility and learning but also ambiguity, overload and weak accountability; narrow roles can improve consistency but reduce adaptability
A broad job can create flexibility and learning but also ambiguity, overload and weak accountability; narrow roles can improve consistency but reduce adaptability.
2. Digital recruitment expands reach while introducing algorithmic, privacy, accessibility and authenticity risks that require human oversight
Digital recruitment expands reach while introducing algorithmic, privacy, accessibility and authenticity risks that require human oversight.
3. Profitability is not liquidity and growth is not solvency
Profitability is not liquidity and growth is not solvency. Hiring that appears profitable can still create cash or long-term obligation pressure.
Do not turn a framework into a list. Explain a relationship: what changed, which capability or stakeholder is affected, why the effect matters, and what that means for the available options. The relevant decision criterion here is Capability, accountability, efficiency and employee sustainability. State it before ranking alternatives so that a preferred option is not chosen first and justified afterwards.
Trace the business reasoning
- Translate business goals into work outputs, competencies, workload and accountable roles.
- Choose recruitment evidence and selection process that validly assess those requirements.
- Design induction, training, feedback and retention measures, then identify network support for genuine gaps.
- Connect workforce choices to profit, efficiency, cash, growth and solvency measures before committing.
Read the sequence backward as a quality check. The proposed action is redesign the bottleneck role and train against observed gaps. It should trace back to the final implication, the analytical relationship and the original case evidence. If one link is missing, the response has jumped from description to recommendation.
Worked case
The conclusion is deliberately bounded. It does not claim that one tool has discovered a universal strategy. It applies relevant evidence, acknowledges a trade-off and reaches the next defensible decision. In a report, follow the judgement with responsibility, resources, timing and the safeguard: set decision boundaries and measures before delegating.
Investigate the case properly
Question. Which selection evidence best predicts performance for the actual job rather than general confidence?
Method. Compare structured work-sample, structured interview and unstructured conversation scores against a common role rubric in a safe simulation.
Evidence. Record scorer agreement, task accuracy, accessibility concerns and later performance on the same competencies.
Limitation. Small simulations do not establish employment-test validity. Protect participant data and avoid using classroom results in real hiring.
Source quality is part of the analysis. Record who published the evidence, when the underlying observation was made, the units, population or market boundary, and whether an interest may shape the claim. A current webpage can contain old data, while a firm statement may be valuable evidence of its plan but weak independent evidence that the plan works.
Repair the reasoning
Capability comes from aligned job evidence, support and feedback; networks require evaluation; workforce decisions affect cash, risk, service and stakeholders together.
The tempting shortcut in this lesson is hire another person without defining the work or capability gap. Replace it with the evidence boundary: Networks provide access and advice, but do not replace internal capability or evidence. A limitation does not make the analysis useless; it defines the circumstances in which the judgement should be monitored or changed.
Transfer and communicate
When volume, technology or cash runway changes, redesign the role and threshold rather than merely changing the recruitment channel.
Use this compact response routine:
- Define the organisation, decision and time horizon.
- Select significant evidence rather than copying every stimulus fact.
- Apply the tool and explain at least one relationship or interrelationship.
- Compare feasible alternatives against a stated business criterion.
- Recommend an action with an owner, KPI and review trigger.
